The shift to drones and missiles is not symbolic — it reflects a judgment that a high-intensity, island-chain conflict would consume munitions and cheap systems at rates legacy inventories cannot sustain. Building ammunition stocks and attritable drone capacity is exactly what a military does when it expects to fight, not merely deter. This has three downstream implications worth tracking: 1. Industrial policy: Japanese defense industry will scale production of drones and precision munitions — watch for procurement contracts and partnerships with domestic firms and US primes. 2. U.S. Barriers Test China's Robotics Scale Advantage The U.S. is raising barriers around foreign-made drones and advanced robots, but those measures are colliding with a market where Chinese manufacturers already operate at major scale. The FCC has added foreign-produced advanced robotic devices, including humanoids and quadrupeds, to its Covered List, blocking new equipment authorizations for covered models. Separately, the White House has imposed Section 232 tariffs on imported drones and components, with rates ranging from 10% to 100% depending on the product and origin. At the same time,…

FCC Covered List + drone tariffs: US barriers vs China robotics scale

Kate Park, TechCrunch (7:34 PM PDT, Aug 30, 2026): In July and August Washington tightened restrictions on foreign-made advanced robotic systems and imposed steep tariffs on imported drones and components. Drone tariffs take effect in September; additional component tariffs follow in 2027. FCC Covered List (2021) expanded from telecom/surveillance (Huawei, ZTE, Hikvision) to foreign-made drones and most recently advanced robotic devices. Counterpoint via TechCrunch: global humanoid shipments 22,000 in H1; world's five largest by shipments — AgiBot, Unitree, Galbot, UBTECH, Leju — all Chinese, 86% of H1 2026 shipments. Agility Robotics welcomed the FCC decision in July, pointing to Digit designed and assembled in the US. Links FCC PDF DOC-423682A1 and White House drone-tariff fact sheet.
